&lt;p style="line-height: 17px;"&gt;&lt;font face="Calibri, sans-serif"&gt;Under the&lt;/font&gt; &lt;a href="https://www.nasponline.org/standards-and-certification/professional-ethics"&gt;&lt;em&gt;&lt;font color="#1155CC" face="Calibri, sans-serif"&gt;National Association of School Psychologists (NASP) Principles for Professional Ethics&lt;/font&gt;&lt;/em&gt;&lt;/a&gt;&lt;font face="Calibri, sans-serif"&gt;, school psychologists are ethically obligated to safeguard the rights, dignity, and educational continuity of all students (Principles I.1 and I.3). This includes a clear mandate to maintain safe, supportive learning environments and to uphold equitable access regardless of immigration status. In situations where external forces threaten student wellbeing or school safety, NASP standards require school psychologists to act decisively to reduce harm and support stable conditions for learning.&lt;/font&gt;&lt;/p&gt;

&lt;p style="line-height: 17px;"&gt;&lt;font face="Calibri, sans-serif"&gt;Current developments in Minnesota demonstrate the significant disruption caused by intensified federal immigration enforcement near schools.&lt;/font&gt; &lt;a href="https://www.mprnews.org/story/2026/01/23/how-schools-and-students-are-affected-by-ice-enforcement"&gt;&lt;font color="#1155CC" face="Calibri, sans-serif"&gt;Nonpartisan reporting&lt;/font&gt;&lt;/a&gt; &lt;font face="Calibri, sans-serif"&gt;documents detentions of students, staff, and parents; use of force near school grounds; and the presence of ICE personnel in school parking areas. These patterns reflect well‑established research showing that exposure to community instability directly undermines students’ learning, engagement, and emotional regulation.&lt;/font&gt;&lt;/p&gt;

&lt;p style="line-height: 17px;"&gt;&lt;font face="Calibri, sans-serif"&gt;Given the weight of this evidence and the scale of the current impact, WSASP emphasizes that responding to these conditions is not optional but essential. Family separation and community-level enforcement activity&lt;/font&gt; &lt;a href="https://cep.asu.edu/resources/ImpactsofFamilySeparationandDeportation"&gt;&lt;font color="#1155CC" face="Calibri, sans-serif"&gt;represent significant threats&lt;/font&gt;&lt;/a&gt; &lt;font face="Calibri, sans-serif"&gt;to child wellbeing and public education systems. It is imperative that school psychologists, school leaders, and policymakers recognize the seriousness of these disruptions and take immediate steps to mitigate their effects.&lt;/font&gt;&lt;/p&gt;

      <title>In Remembrance of Yeojin Chung</title>
      <description>&lt;p&gt;The WSASP community is saddened to learn about the death of Yeojin Chung-Jones, age 37. Yeojin died on Sunday June 2nd after a sudden illness. She leaves behind her husband, CJ, two daughters, Juniper (Juni), aged 3, and Maple, aged 8 months and numerous other family members, friends, co-workers and students.&lt;/p&gt;

&lt;p&gt;Yeojin was an active member in WSASP, serving as web master during the 2020-2021 school year. As a school psychologist in the Mount Vernon School District, Yeojin earned the respect of her co-workers and students as she promoted inclusivity and equity- two values she held close to her heart. She was dedicated to social justice and spent her life helping others.&lt;/p&gt;

&lt;p&gt;Yeojin was born on June 10th, 1986 in Seoul, South Korea. She showed immense intelligence and care from a young age. When she entered junior high, she decided to drop out to continue schooling on her own. Her parents permitted her leaving school because she argued that school got in the way of her well-thought-out blueprint of learning and life. She used these teenage years to learn on her own and became a published writer and reviewer of theater productions. She also volunteered time for the Anti-Miss Korea Pageant because she found it an opportunity to practice her belief that women should not be objectified, commercialized, and judged only by their looks. In addition, she was funded by UNICEF Korea to travel to Japan and Thailand to build connections between youths promoting cross-cultural friendship beyond borders. She always endeavored to walk out of her comfort zone, break down barriers, and sow seeds of healing and peace.&lt;/p&gt;

&lt;p&gt;In 2001, Yeojin visited the Pacific Northwest with her family and fell in love with the region. At age 17, she moved with her family to Hawaii and attended Leeward Community College, where she attracted the attention of her Physics teacher, who encouraged her to pursue a career in Physics. Yeojin's response, however, was that she only did Physics for fun. Eventually, she chose the University of Washington, where she graduated in 2009 with a Bachelor's in Drama. Her degree led her to work for the Washington National Opera where she worked under the leadership of Placido Domingo. She also worked for the Denver Children's Theater and Seattle Children's Theater. She wanted to make the arts more accessible to the general public, especially people of lower income. She went back to school in pursuit of her Master’s in New York University’s Tisch School of Arts for in-depth understanding of arts through diverse angles such as socio-economics, politics, and multi-cultural harmony and cacophony. One of her projects was, “Don’t Ni Hao Me.” Given her Asian looks, random strangers in New York City sometimes "Ni-Haoed" her (assumed she was Chinese and greeted her with the Chinese word for hello). They often were abrupt, blunt, and even rude in the approach. She interpreted it as one of many examples of stereotyping based on racism. She made name tags of her own name in about 30 different languages and did a presentation wearing all the name tags. “No matter where I am, Whatever language my name is in, I am Yeojin Chung. I should be respected for who I am, and not stereotyped or disparaged for how I look,” was her message.&lt;/p&gt;

&lt;p&gt;Eventually she entered the IT field and worked for Microsoft before going back to school again to pursue a degree in School Psychology. Yeojin graduated from Seattle University with her second Master's in School Psychology in 2019 and immediately entered the workforce.&lt;/p&gt;

&lt;p&gt;During her time at Seattle University Yeojin met her husband CJ. In 2020 the two moved to Mount Vernon Washington to begin their lives, getting married the same year. In 2021 Yeojin gave birth to her daughter Juniper and in 2023 she gave birth to Maple.&lt;/p&gt;

&lt;p&gt;Yeojin had an array of interests that reflected her vibrant spirit. She was an avid hiker and kickboxer. She loved the thrill of bouldering, and she appreciated eating delicious food and preparing meals for her family. Above all, Yeojin’s greatest joy was being a mother to Juni and Maple. Her sense of humor was often found in her amusing observations on motherhood which will be especially missed.&lt;/p&gt;

&lt;p&gt;Though Yeojin’s time with us has ended, her memory will forever inspire those who were touched by her kindness, warmth and sense of humor. She will be deeply missed by her family, friends, and the community she served.&lt;/p&gt;

      <title>WSASP Response to School Shooting at Garfield High School</title>
      <description>&lt;p style="line-height: 19px;"&gt;&lt;font style="font-size: 15px;" face="Arial, sans-serif"&gt;We join the Garfield High School community and the rest of Seattle in mourning the senseless death of a teenage student due to gun violence after breaking up a fight on campus last Thursday. This follows a student injury near Garfield in March due to a drive-by shooting, and multiple other shootings in the community that have led to school lockdowns.       <title>Statement on 504 Roles</title>
      <description>&lt;p style="line-height: 19px;"&gt;&lt;font style="font-size: 15px;" face="Ubuntu"&gt;The Office of the Superintendent of Public Instruction (OSPI) is collaborating with the Washington State Association of School Psychologists (WSASP) as well as the Washington School Counselors Association (WSCA) and the School Nurse Organization of Washington (SNOW) on guidance pertaining to the coordination of 504 plans following the statewide implementation of the ASCA model for school counselors. This implementation precludes school counselors from coordinating 504 plans, particularly the clerical duties associated with the work. OSPI has already made statements that the nature of this recommendation indicates that this work is equally inappropriate for other education staff associates (ESAs), whose skills and qualifications are best&amp;nbsp; utilized in non-clerical duties.&lt;/font&gt;&lt;/p&gt;

&lt;p style="line-height: 19px;"&gt;&lt;span style="background-color: rgb(255, 255, 255);"&gt;&lt;font style="font-size: 15px;" face="Ubuntu"&gt;WSASP has been made aware of concerns from our members that school administrators may transfer work from school counselors to school psychologists or other ESAs. We believe that all ESAsare trained to provide specialized services to our students. We are working with OSPI on guidance to support appropriate implementation of changing responsibilities, which we hope will clearly indicate that no ESA should be assigned to clerical duties associated with 504 plans. This guidance should be released this fall, but we wanted to issue a statement about this work to keep our membership informed.&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="line-height: 19px;"&gt;&lt;font face="Ubuntu"&gt;&lt;font style="font-size: 15px;"&gt;We have confirmed with Dr. Tania May at OSPI that&lt;/font&gt; &lt;font style="font-size: 15px;"&gt;&lt;u&gt;staff who are paid fully from categorical special education dollars cannot be assigned to coordinate 504 plans&lt;/u&gt;&lt;/font&gt;&lt;font style="font-size: 15px;"&gt;&lt;u&gt;, as this is not part of IDEA&lt;/u&gt;. For those who are funded in this way, this is one point you may leverage in your advocacy work if you are being impacted by the policy change. We are sharing the&lt;/font&gt; &lt;a href="https://www.wsasp.org/resources/Documents/GPR/Self-Advocacy%20Toolkit.pdf"&gt;&lt;font style="font-size: 15px;" color="#1155CC"&gt;WSASP Advocacy Tool Kit&lt;/font&gt;&lt;/a&gt; &lt;font style="font-size: 15px;"&gt;which is filled with information to help guide local advocacy efforts that may parallel the state level advocacy we are engaged in with OSPI. We must remember that OSPI will offer guidance, not mandates, and that we are a local control state.       <title>WSASP Response to Denver Hyatt Actions</title>
      <description>&lt;p style="line-height: 19px;"&gt;&lt;font style="font-size: 15px;" face="Arial"&gt;As previously acknowledged by the National Association of School Psychologists (NASP), the Washington State Association of School Psychologists (WSASP) condemns, on the strongest possible terms, the totally unacceptable and harmful incident that occurred on Wednesday, February 8,&amp;nbsp;&lt;/font&gt;&lt;font style="font-size: 15px;" face="Arial"&gt;2023, in the Hyatt Regency Denver at the Colorado Convention Center. This extremely disturbing event directly affected NASP President Dr. Celeste Malone, her friends, colleagues, and family, and by extension the Black community and our own membership.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

      <title>2022 Census Results</title>
      <description>&lt;p&gt;&lt;font style="font-size: 14px;" face="Ubuntu"&gt;Every three years, WSASP conducts a 'reevaluation' of the state of school psychology in Washington state. We are the only organization to collect and analyze detailed information about the role of school psychologists in Washington. The information provided supports advocacy efforts at the district, state, and federal levels.&amp;nbsp;&lt;font style="font-size: 14px;" color="#1C6E98" face="Ubuntu"&gt;Click here to access census results and key takeaways.&lt;/font&gt;&lt;br&gt;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 14px;" face="Ubuntu"&gt;For the 2022 Census, over 2,500 pre-established WSASP contacts received a link to complete the survey. 488 recipients completed the survey, a 20% increase from the number of respondents in 2019! More than half of our respondents reported being within their first 10 years of practice. The school psychologist population in Washington continues to be overwhelmingly female (74%) and white (approximately 83%), but this year’s data set has diversified somewhat compared to 2019 results.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 14px;" face="Ubuntu"&gt;Our results reflect a school psychologist role heavily burdened by assessment, report writing, and other clerical tasks that prevent the provision of direct services to children. Census data shows that less than 40% of respondents are actively engaged with data, systems, or practices within a multi-tiered system of supports (MTSS) in their role. Those who are engaged participate most with data processes and least with practice and implementation.&lt;/font&gt;&lt;/p&gt;</description>

      <title>CWU School Psychology Graduate Students Helping Local Kids with New Counseling Service</title>
      <description>&lt;p&gt;&lt;font style="font-size: 16px;" color="#0A0A0A" face="Ubuntu"&gt;A new student counseling service through the Central Washington University&amp;nbsp;&lt;a href="https://www.cwu.edu/programs/psychology-program"&gt;&lt;font color="#DD0D0D"&gt;Psychology&lt;/font&gt;&lt;/a&gt;&amp;nbsp;department has been providing much-needed support for nine Kittitas County youths this spring, supplying free mental health services that weren’t otherwise available to them.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 16px;" color="#0A0A0A" face="Ubuntu"&gt;Under the supervision of Assistant Professor Olivia Holter, CWU&amp;nbsp;&lt;a href="https://www.cwu.edu/psychology/school-psychology-home"&gt;&lt;font color="#DD0D0D"&gt;School Psychology&lt;/font&gt;&lt;/a&gt;&amp;nbsp;graduate students have been able to offer solutions-based counseling to kids ages 8-17 based on their individual needs. Each child has participated in six to eight sessions over the past two months, and Holter says the program has produced valuable results, for both the clients and graduate students.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 16px;" color="#0A0A0A" face="Ubuntu"&gt;“I’m incredibly proud of the work we are doing because we are making a difference in the lives of kids in our community,” she said. “The pandemic has had a large impact on the social and mental well-being of kids, and this service has the potential to help a community that historically doesn’t have enough providers.”&lt;/font&gt;&lt;/p&gt;

      <title>WSASP Response to Uvalde Shooting</title>
      <description>&lt;p&gt;&lt;font face="Ubuntu" style="font-size: 14px;"&gt;Our hearts are heavy following the tremendous loss of life yesterday at Robb Elementary in Uvalde, Texas. This massacre follows other acts of gun violence in Buffalo, NY, and an increase in gun violence in many of our communities around the state. We send this email on the two-year anniversary of the murder of George Floyd in Minnesota.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font face="Ubuntu" style="font-size: 14px;"&gt;High profile acts of violence, particularly in schools, can confuse and frighten children who may feel in danger or worry that their friends or loved ones are at risk. They will look to adults for information and guidance on how to react. Parents and school personnel can help children feel safe by establishing a sense of normalcy and security and talking with them about their fears.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

Following a crisis, teachers are often required to provide additional support to the students in their classes. In addition, crisis responders and mental health professionals are tasked with providing crisis intervention and additional mental health support to the school community following a crisis event. Consequently, it is extremely important for caregivers to monitor their own reactions and take care of their own needs as failure to do so can result in stress and burnout.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

      <title>WSASP Supports Federal Funding for Mental Health Grants</title>
      <description>&lt;p&gt;&lt;font color="#222222" face="Ubuntu"&gt;WSASP has signed on to a letter to Congress requesting $1 billion to support new competitions of the Mental Health Service Professionals Demonstration Grant and the School Based Mental Health Services Grant in FY23. &amp;nbsp;These two funding streams support efforts to address workforce shortages of school employed mental health professionals and increase access to comprehensive school mental health services across the country. These services are needed now more than ever and these grants are supporting amazing work to increase access to school psychologists!&lt;/font&gt;&lt;/p&gt;

      <title>WSASP Statement on Conflict in Ukraine</title>
      <description>&lt;p style="line-height: 19px;"&gt;&lt;font face="Ubuntu" style="font-size: 15px;"&gt;Current events unfolding in Ukraine may have a direct impact on many of our communities in Washington State, including students and families who have direct ties to Ukraine and Russia, as well as military-connected students and families. They can experience violence and loss directly, be exposed through extensive media and internet coverage, deal with the stress of parents who are deployed, or have relatives displaced by violence or oppression and become refugees.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p style="line-height: 19px;"&gt;&lt;font face="Ubuntu" style="font-size: 15px;"&gt;Children’s natural resilience plays an important protective role, but trauma and extreme stress and anxiety can interfere with their learning and well-being. Families and educators can support children by establishing a sense of safety and security, helping them to process their thoughts and feelings, reinforcing their resilience and strengths, building positive connections within the school community, placing events in the proper context, and providing any needed mental health support.&lt;/font&gt;&lt;/p&gt;

      <title>WSASP Statement on LGBTQ+ State Policies</title>
      <description>&lt;p style="background-color: transparent; line-height: 19px;"&gt;&lt;font face="Ubuntu" style="font-size: 15px;"&gt;National attention has been given to recent state-level legislative bills and directives that are likely to inflict emotional harm to students based on gender identity, gender expression, and sexual orientation. Although these bills and directives do not directly impact students in Washington State, exposure to media coverage of these has the potential for strong negative effects.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p style="background-color: transparent; line-height: 19px;"&gt;&lt;font face="Ubuntu" style="font-size: 15px;"&gt;This is especially a concern for those who may feel a connection with the individuals involved or who are vulnerable themselves. It is imperative that educators, parents, and other caregivers advocate for, connect with, and support students who may be at risk. Understanding risk factors and effective supports is critical in preventing peer violence and decreasing the risk of suicide in LGBTQI2-S youth.&lt;/font&gt;&lt;/p&gt;

&lt;p style="background-color: transparent; line-height: 19px;"&gt;&lt;font face="Ubuntu" style="font-size: 15px;"&gt;WSASP stands firm in its commitment to equity, and is committed to advocating for policy and legislation that supports equitable practices in the field of education in Washington State.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;
